TR-812 Exit Register
Introduction/Purpose
The TR-812 Exit Register is used to record the removal (exit) of bonded petroleum products (white oils such as petrol, diesel, kerosene, Jet A1) from a bonded location in Kenya.
It provides a compliance trail for tracking when and how products leave bond, either for:
- Local market release (consumption),
- Transit/export, or
- Transfers between facilities.
This ensures every bond inflow (via TR-830 Entry Register) and bond declaration (TR-800) is accurately reconciled with outflows via TR-812, fulfilling both Kenya Revenue Authority (KRA) and Energy & Petroleum Regulatory Authority (EPRA) compliance requirements.
Why TR‑812 is Important
- Customs Compliance (KRA):
The Kenya Revenue Authority requires importers to account for how much of bonded petroleum stock is released. TR‑812 is the proof of exit. - Revenue Assurance:
Petroleum products attract heavy duties, levies, and VAT. By controlling exits via TR‑812, government revenue is safeguarded. - Stock Reconciliation:
Matches outflows against inflows (TR‑830) to ensure no diversion or “missing petroleum stock.” - EPRA Regulation:
The Energy & Petroleum Regulatory Authority needs clear records to trace product flows into the Kenyan supply chain. - Audit Trail:
Provides transparency for oil marketing companies (OMCs), clearing agents, and regulators.
