Throughput Transactions

Introduction/Purpose

The “Throughput Transactions” module is a crucial component within the comprehensive Oil and Gas Management System, designed to automate, streamline and optimize the processes related to the movement of liquid products through various stages of the supply chain. This module focuses specifically on managing and monitoring the throughput transactions involved in the transportation, storage, and inward of liquid products. In conclusion, the Throughput Transaction module is an indispensable part of this Management System, empowering companies in the oil and gas industry to enhance their operational efficiency, maintain optimal inventory levels, ensure product quality, and comply with industry regulations, ultimately contributing to improved profitability and customer satisfaction.

Dependencies

  1. System Performance: System should function properly to fetch data from DataBase, and save the throughput request details properly in the system. 
  2. Databases: Throughput request depends on the accurate data of several databases like supplier, terminal, product (product grade) and vessels etc.
  3. Vessels: Users must have added vessels into the system. To request a throughput transaction, the user assigns a vessel from the added vessels in the DB.
  4. Actions and DB: As per the actions performed on the throughput requests, the system needs to save the data properly in the database.

Throughput Transaction List

All the throughput requests and transaction status of each throughput request will be displayed on the throughput transaction list screen.

There are two ways to view the “Throughput Transaction” list, as mentioned below.

  1. Click on the “Throughput Transactions” under the “Transactions” menu under the Hamburger menu as shown below.

Step 1: Click on the “Hamburger” menu.

Step 2: Mouse Over on “Transactions”.

Step 3:  Click on “Throughput Transactions”.

  1. Click on the “Throughput Transactions” from the site map under the “Transactions” module as shown below.

Change View Of Throughput Transaction List

To change the view option of the throughput transaction list , follow the mentioned steps.

Step 1: To open the throughput transaction list, follow the steps mentioned in the  section “Throughput Transaction List”.

Step 2: Click on “Change View” as shown below.

Step 3: Change the view option by clicking on any available options, as shown below.

Add  New Throughput Transaction Request

To generate a new request, follow the below steps.

Step 1: To open the throughput transaction list, follow the steps mentioned in the  section “Throughput Transaction List”.

Step 2: Click on the “+ Request Throughput” button as shown below.

Step 3: Fill all the mandatory fields (marked with *) in the “Throughput Request Form” as described and shown below.

  1. Supplier Search and select a supplier, All the added Throughput Customers  will be available here.
  2. Terminal – Select a terminal
  3. Vessel Name – Search and select the vessel
  4. Arrival Draft -Enter arrival draft of the vessel
  5. Product Grade – Select a product
  6. Quantity (MT) Enter the quantity of product
  7. Density – Enter the density of the product
  8. Laycan
    1. Laycan Start Date – Enter the “Laydays” start.
    2. Laycan End Date – Enter the  “Cancelling” date.

Step 4: Click on “Place Throughput Request ” to generate the throughput request, as shown below.

Confirm/ Decline Throughput

Once a throughput request has been generated by the product owner, the terminal administrator, business administrator, or terminal manager should accept or decline the throughput request. If the throughput request is declined then that throughput request will be closed at the moment.

Schedule Meeting

After the throughput request has been approved, the terminal manager, administrator, or administrator of the company can set the throughput request meeting time. This throughput request is currently closed if the throughput request is rejected. Follow the below steps to schedule a meeting.

Step 1: To open the throughput transaction list screen, follow the steps mentioned in the section “Throughput Transaction List”.

Step 2: Click on the “Schedule Meeting” under other action as shown below.

Step 3: Enter the following details about the meeting.

  1. Mode of Meeting
  2. Enter Date
  3. Upload Document
  4. Add Meeting Attendees
  5. Meeting Agenda

Step 4: Click on “Schedule Meeting” to schedule.

Contract Accept/Reject

The attendees of the meeting will receive an email with the details as soon as the meeting is scheduled. Participants will deliberate and decide whether to accept or reject the contract on the day of the meeting. Both the detail pages and the options from the throughput request listing will be available. The Company Administrator, Terminal Administrator, or Terminal Manager may accept or reject the contract. The user must enter the information below when accepting the contract:

  1. Jetty Rate
  2. Jetty Demurrage Rate
  3. Storage Rate
  4. Laytime
  5. Jetty Lump Sum
  6. Storage Lump Sum
  7. Signed Contract – File will be uploaded
  8. Remarks

If the contract is accepted, then proforma invoices will be generated to display the estimated amount for the jetty and storage. After accepting the contract, the user can update the contract details whenever required. This can be done by the company administrator.

Update Contract

Once the contract has been accepted, the user may update its details as needed. The company administrator is capable of carrying out this.

To update a contract follow the below mentioned steps.

Step 1: To open the throughput transaction list screen, follow the steps mentioned in the section “Throughput Transaction List”.

Step 2: Click on the “Update Contract” under other action as shown below.

Step 3: Update the following details as mentioned and shown below:

  1. Jetty Rate
  2. Jetty Demurrage Rate
  3. Storage Rate
  4. Lay time
  5. Signed Contract – File will be uploaded

Step 4: Click “Update” to update the contract.

Nominate Vessel

After accepting the contract, the product owner must nominate the vessel so that the terminal or tank farm will know in which vessel the product will arrive. If the contract is refused, the throughput can be thought of being closed at that point.

Step 1: To open the throughput transaction list screen, follow the steps mentioned in the section “Throughput Transaction List”.

Step 2: Click on the “Vessel Nomination” under other action as shown below.

Step 3: Enter the following details as mentioned:

  1. Vessel Name – Search and select the vessel
  2. Arrival Draft
  3. Q88 Form – Upload document file

Step 4: Click on “Nominate Vessel” to complete the vessel nomination.

Accept/Decline Vessel

Once the product owner nominates the vessel then the Company Admin/Terminal Admin/Terminal Manager can accept/decline the nominated vessel by verifying the Q88 form which is submitted while nominating the vessel.

Step 1: To open the throughput transaction list screen, follow the steps mentioned in the section “Throughput Transaction List”.

Step 2: Click on the “Accept/Decline Vessel” under other action as shown below.

Re-Nominate Vessel

To re-nominate vessel follow the below steps.

Step 1: To open the throughput transaction list screen, follow the steps mentioned in the section “Throughput Transaction List”.

Step 2: Click on the “Re-Nominate Vessel” under other action as shown below.

Step 3: Change the following details as mentioned:

  1. Vessel Name
  2. Arrival Draft
  3. Q88 Form – Upload document file

Step 4: Click on “Nominate Vessel” to complete the vessel nomination.

Assign Laycan

In the ‘assign laycan’, the user will select the jetty and the laycan start and end dates. Once the laycan is assigned, the user can update the laycan anytime before the discharge.

Shipping Agency and Agent Nomination

After the laycan assignment, the product owner needs to select the shipping agency, shipping agent, and inspection companies. If the product owner is not aware of the shipping agents, then the shipping agency owner can also nominate the shipping agents through the shipping agency owner login. The product owner can also only nominate the shipping agency, and later, the user can nominate the shipping agent and inspection companies.

Discharge Activities

After nomination of the shipping agency, shipping agents and the inspection companies, the shipping agent and the loading master will upload the necessary pre-discharge and post dis-charge activities. Once they upload the necessary documents then the Terminal Manager/Terminal Admin/Company Admin will verify and accept/decline the uploaded discharge activities. If the discharge activity is rejected then the shipping agent/loading master needs to upload the same activity related updated documents.

If the discharge activity operations are performing by the Terminal Manager/Terminal Admin/Company Admin then there is no accept/decline for the discharge activity.

Once the shipping agent/loading master uploaded the documents which are required for the discharge activity then Terminal Manager/Terminal Admin/Company Admin should be able to accept/reject the discharge activity.

If the discharge activity operations are performing by the Terminal Manager/Terminal Admin/Company Admin then there is no accept/decline for the discharge activity.

  1. Cargo Insurance Document Warning

To complete the discharge activities, throughput request must have the cargo insurance document.

  1. Inspection Company Nomination Warning

To complete the discharge activities, throughput request must have the inspection company details. Once the cargo insurance document and the inspection companies are available then the user can proceed with the “Notice of Readiness” discharge activity onwards.

  1. All Fast Discharge Activity

For calculating the Jetty charges, it considers the start time from the all-fast discharge activity onwards and the end time after completion of the cast-off discharge activity. The time taken between the start and end is called the actual laytime. If the laytime that is accepted during contract acceptance is greater than or equal to the actual laytime, then there are no demurrage charges for the jetty. If the contract accepted laytime is less than the actual laytime taken, then the demurrage jetty charges need to be paid.

  1. Final Invoices Generation

Based on the actual laytime final jetty invoice and if the actual laytime is greater than the contact accepted laytime then the demurrage jetty invoice will be generated. The quantity which is confirming in the Outturn discharge activity that quantity will be considered to be generated the throughput final invoice.

  1. Letter of Protest(LOP)

If the actual laytime is greater than the accepted contract laytime and the delay happens due to the terminal team then product owner can raise the letter of protest(LOP) to reduce the laytime. After raising the LOP , Company Admin will review and approve/reject the raised LOP. If the LOP is against terminal then that duration will be reduced from the actual laytime(duration b/w all fast and cast off).

Based on the LOP, Laytime and Outturn quantity the final invoices for the throughput request will be generated.

Once the cast off discharge activity is completed then the throughput request will be considered as completed. And the outturn quantity in liters will be credited into the product owner terminal available stock account and the same quantity will be locked.

Cancel and Restore Throughput

The user can cancel the throughput request at any stage before starting the discharge. After canceling the throughput request, if the user wants to restore, they can go back to the previous step. Restore is possible in the case of declining the throughput request, rejecting the contract, or canceling the throughput request.

Arrival Draft Update

The user can update the arrival draft of the throughput request at any stage of the throughput request. There is an option called “Arrival Draft”, by clicking on the button, it opens a popup to update the arrival draft. Arrival draft is a value in meters, this is useful to know the vessel distance from the jetty

Vessel Master Nomination

For any throughput transaction, product owner needs to nominate the vessel master.

To nominate a vessel master, enter the following data in the form:

  1. Email
  2. Phone Number
  3. Title
  4. First Name
  5. Middle Name
  6. Last Name

Change Status

When the vessel is in transit, users can update the current status of the throughput transaction and any instructions to the terminal team. Users can utilize this option to add any warnings or instructive alerts that are needed, as well as to add any warnings that are already there.

Once the warning or instructive notice has been added, the user must then remove it from the modify status option. If not, a continual further warning or informational remark will be displayed.

Resend Summary Of Throughput

Users can resend the summary for throughput transactions that have already been completed. The “Resend Summary” option can be found in the throughput transactions listing. When the button is pressed, an email with the throughput request summary is sent to the respective users.

To view the details, vessel details and status of all throughputs, follow the below steps.

Step 1: To open the throughput transaction list screen, follow the steps mentioned in the section “Throughput Transaction List”.

Step 2: Click on the “Transaction No” as shown below.

To view and download the throughput & jetty Fees Invoices, follow the below steps.

Note : The Jetty Proforma Fees invoice generated  when the contract is accepted. The invoices will be generated to display the estimated amount for the jetty and storage. 

Step 1: To open the throughput transaction details screen, follow the steps mentioned in the section “Throughput Transaction Details”.

Step 2: Click on “Invoices” to view and download the throughput & jetty fees Invoices, as shown below. 

Step 3: To view or download invoices, click on the view icon or download icon respectively as shown below.

Service Request

Users are able to generate support service requests for throughput transactions.

  1. Service Request List

To open the list of all the service requests, follow the below steps.

Step 1: To open the throughput transaction details screen, follow the steps mentioned in the section “Throughput Transaction Details”.

Step 2: Click on “Service Request” to open the document list screen, as shown below. 

  1. Add New Service Request

To add a new service request, follow the mentioned steps.

Step 1: To open the service request list page, follow the steps mentioned in section “Service Request List”

Step 2: Click on “Add New” as shown below.

Step 3: Select a support category from the dropdown and fill other details, as shown below.

Step 4: Click on the “Create Service Request” button to generate the service request for the support.

Download & View Throughput Documents

To view and download all the throughput related documents, follow the below steps.

Step 1: To open the throughput transaction details screen, follow the steps mentioned in the section “Throughput Transaction Details”.

Step 2: Click on “Documents” to open the document list screen, as shown below. 

Step 3:  Select a type of document from the dropdown list, as shown below.

Note:- Document types are general document, pre-discharge and post-discharge stage related documents.

Step 4: Click on the “Download” Icon to download documents as shown below.

Notes

Admin will be able to add general or reminder note by clicking on the “Notes”, also able to to view the list of all reminder
